Bandwidth limited to 1.5 megabits

I have windows xp home and I think windows is limiting my bandwidth. About a
month ago i started getting slow internet speeds. When i do a speed test i
get almost exacly 1.5 megabits, never more. I boot up safe mode and it still
does it. I ran a bunch of spyware removers and that didn't work. I boot up
another operating system on this computer and i get over 3 megabits, so it is
not hardware. So is there some setting in windows that limits bandwidth,
because it still does it in safe mode so i don't think it could be any
program.
 
You are dual booting. One operating system may be infected with scum ware,
the other is not. Your XP system may even be acting as a zombie, sending out
hundreds of thousands of spam messages, without you even knowing it. You can
imagine what this can do to your bandwidth!

Don't think it can't happen. I cleansed a system last month where just this
was occurring.

If you are running on a T1 then that is normal. What type of connection do
you have to the internet?
 
I have a 4 megabit connection, which is what i get on this computer when i
boot a different copy of windows (Ijust connected my other hard drive
temporarily). But when i boot my main one i only get 1.5. I ran a bunch of
spyware removers and got rid of all that. Also, nothing is connecting to the
internet when i run the test on my main OS(The one that only gets 1.5) So its
not sending out a crapload of emails. So if i can get 4 megabits with the
other OS, it's nothing dealing with hardware. And im pretty sure that
spyware isn't doing it cuz i ran a lot of differnt programs. Ad-aware, spy
sweeper, spybot S&D, Xoftspy, pest patrol, and system mechanic 5.
 
If the OS's are getting different IP's from the ISP,
the ISP could be defaulting your XP to the normal home user limit of 1.5
where as your other 4 Mbs IP is set up special.
Release the IP's on both OS's without connecting, then boot into XP.

Worth a try. Stranger things have happened.
