Balloon tips not appearing for one user

On my Windows XP MCE 2005 PC I cannot get the balloon tips to work. They
ONLY work on the Close, Maximize and Minimize buttons.

Tooltips are not appearing as expected for:
- File or folder icons
- The icons in the system tray
- The start button or start menu
- In IE7 on images or links
- The explorer tool bar

If I log in as a different user the tips come up normally.

I've Googled many times, tweaked all the registry settings that I can find,
plodded through the Group Policy Editor and messed around with TweakUI.
STILL no change.

Can someone lend a hand as to WHY the tooltips aren't working and how I
could correct this?

Log with this user account and make sure these are set correct:
On the IE Properties click on Advanced and scroll to this option and check
it:
[ ] Show Friendly URL.
Close and see if that will help.

or Folder Options >> View and scroll down to this check box and check it:
[ ] Show pop-up description for folder and desktop items.

Or by using the tweakui:
Microsoft PowerToys - Tweakui for WinXP: Ver. 2.10 requires WinXP SP1
and later
