I now this is dumber, but I forgot where I can turn off the message ballons
that keep displaying every time I hover over a icon, or close a program.

If you have TweakUI for XP installed, you can turn off balloon tips under
Taskbar and Start Menu settings. Balloon tips are the ones that look like a
cartoon dialog bubble.

Tooltips are the smaller rectangular popups. In Folder Options> View,
uncheck box next to "Show popup description for folder and desktop items."

You may still end up with a few tooltips here and there but changing these
settings will get rid of many of them.
