I downloaded a registry tweak that set the time delay for "All Programs" to
zero. I find that it is too fast. I have lost track of what registry key it
was applied to. Would someone please point me to it?

Have you been to any other registry keys in Regedit since you made that
change? If not, Regedit will open right back to that key for you.

Yeah, I've been all over the registry since then. I think I have a web-site
in my favorites that has it listed but, it'll take a whole lot of looking to
find it.

JAX;
I have mine set at 300
1. Start Regedit.
2. Navigate to HKEY_CURRENT_USER\Control Panel\Desktop
3. Select MenuShowDelay from the list on the right.
4. Right on it and select Modify.
5. Change the value to ????
6. Reboot your computer.

Note A setting of zero (0) is virtually instantaneous - experiment with other settings (200 or 300
or 400 perhaps) to see what you are most comfortable with.
