Bad Rule?

Running Outlook XP on Win XPPro, no exchange server. I
have a rule set up to forward emails based on the
subject line (Apply after message arrives | with WANTED
in the subject | Forward it to <emailaddress>).

It has never worked. Occassionally if i do a run rule now
on my inbox, it will send one message out, but never more
than that, even though there are over 30 qualifying
emails in the inbox. Another rule (that I have setup to
run after this one runs) successfully moves the email to
another folder based on the same criteria. I'm confused.

On another note, i don't see an option to make a rule
that will RESEND as opposed to forward (so that the new
recipient will be able to reply to the email and have the
reply sent to the original sender), is that possible
to do?

On the resend question, use forward as attachment. They can open and reply
to the attachment.

Why not disable the first rule and add the conditions to the second? After
message arrives meeting this condition... forward to address AND move to
folder.
