bad or missing system dll, tring to run Nero Express

I just installed Nero Express and when I run it I get a
message Bad or Missing System.dll as a header and then the
message, Needs WINDOWS original WNASPI32.DLL

P.S I have the original cd it can with my cd burner I just
bought and the file WNASPI32.DLL is installed on my
computer. I am at a loss, if anyone can help i would be
greatfull.
