It is on the All Programs/Accessories/System Tools menu in XP Pro. For
XP Home, IIRC, it is not installed by default, but is on the CD and can
be installed from there.
It would be helpful if you identified the version of XP you're using
when you post questions here.

Hi Paul,

One big issue some folks have is, not only does it
not install by default in Home edition, but many, or
perhaps even most, OEMs do not include it on the
CD (they often skip out all of Support\Tools)
