Backup utility in Windows XP Home edition from manufacturer CD

I recently bought a PC from Toshiba with Windows XP home
edition pre-installed. The backup utility is not
installed though. Microsoft explains how to install it
from the Windows XP CD. However, I can't find it on the
recovery CD provided by Toshiba.
Is there any other way to install this backup utility?
Any other suggestions?

The OEM (i.e., Toshiba) gave your *their* bastardized, er, customized
version of Windows XP. They did not give you the OEM copy produced by
Microsoft. You get what Toshiba gave you. See the following link:
