How can I direct the backup utility to use the CD-Rewritable Drive
rather than the Floppy Drive?

To write to a CD, you must first put the file on your hard drive, Then copy
it to the CD.

The XP Backup program is quite limited in it's function. It can not backup
directly to CD without a work around. Even then it can not auto span discs
or split large files. So you are limited to 700MB for a CD. If you are
planning to backup files that are smaller than 700MB here are a couple of
work-arounds http://www.webtree.ca/windowsxp/saving_files_to_cd.htm

If you plan on backing up large files or doing a full system image then you
will need third party software.
