Backup Operator can't login locally

Hello,

I'm running 2k3 server at a remote office. I can use remote desktop and
access the system fine but my computer operator, who needs to login to
perform backups cannot.

His userID is part of the backup operator group and that group is permitted
local login access in local sec pol. But when he attempts to login, the
system tells him he can't log in interactively.

How can I give him remote access to login and perform backups without giving
him admin priv's?

Nope.

And his userID is selected in the Remote Desktop users panel. (my
computer->Properties->remote->Select Remote Users)
