Backup OE accounts, rules, etc? Outlook?

I'm really tired of having to jump through hoops backup up my data when it
comes time to format my system.

While I can get my PST file, and export my data and rules, I still need a
way to export my dozen accounts that I have configured... and without those
accounts, the rules won't import properly. Lastly, I'm never sure if my
Contact/Address book was backed up properly.

Can someone suggest a very simply way, or third party program, that can:

- Create a backup of my Outlook Express accounts, rules, folders and address
book
- Create a backup of my Outlook 2003 accounts, rules, folders,
contacts...etc.

The Files and Settings transfer wizard does not work 100% and from what I
see, it's not compatible between 32bit and 64bit Windows.

Well Contacts, in OL, are contained within the pst.
Exporting a pst, or importing, is never the way to go. Simply copy the pst,
with OL closed, and to recover open it within OL
