I have a Windows XP Home Edition and my desktop background will not change
into the pictures it was originally provided with, any web pictures, or any
scanned picture. It will only change colors and I am not able to click on any
of the pictures available for the background.

1. Click Start - Run - type REGEDIT and press enter
2. Expand to:
HKEY_CURRENT_USER
SOftware
Microsoft
Windows
CurrentVersion
Policies
ActiveDesktop
3. Set the DWORD value of "NoChangingWallpaper" to 0 if it is set to 1.

If there is no key ActiveDesktop then you can create a new DWORd value by
right-clicking New - DWord.

Cannot change Desktop background wallpaper.

This can be caused by the following policy.

Prevent changing wallpaper policy: Prevents users from adding or changing
the background design of the desktop. By default, users can use the Desktop
tab of Display in Control Panel to add a background design (wallpaper) to
their desktop. If you enable this setting, the Desktop tab still appears,
but all options on the tab are disabled.

Click on Allow Wallpaper/Background Changes

wallpaperenable.reg is the file that you want.
