Background on signature won't show

Outlook2003. When creating signatures for email I was directed to Word.
There I also made a coloured background with the signatures and saved
them in Tools/Options/MailFormat/Signatures.
When I apply the signature to a new email I get the message:

"Your current security settings prohibit running ActiveX controls on
this page. As a result the page may not display correctly."

The signature is correct without the coloured background. How can I fix
this so the background appears?
