Background Intelligent Transfer stuck in stopping state.

After upgrading some windows 2000 SP3 machines to Windows 2000 SP4, something
unexpected happened.

When trying to manage the computer and install sms we realised that now the
BITS service is stuck in "stopping" state. It can neither be started nor
stopped because of it being stuck in this transitional state.

What can we do to solve this problem?

Did you try disabling it, rebooting and then re-enabling it? You could
remove the service with sc.exe and then reinstall it via the BITS
download from Microsoft. Information on SC here:
