Background Intelligent Transfer Service

I keep getting this message, when I try to download these apps.

Update for Background Intelligent Transfer Service (BITS) 2.0 and WinHTTP
5.1 (KB842773)
Microsoft Windows Installer 3.1
Problem: A problem on your computer is preventing updates from being
downloaded or installed.

The 1068 error ("The dependency service or group failed to start.") is
appearing when I try to start the Background Intelligent Transfer Service.

What is this "dependency service or group"?

How can I correct this?

Here is a list of Services which are disabled:

Alerter
Internet Connection Sharing
Messenger
Microsoft Media Tools
Remote Registry Service
Routing and Remote Access
Security Accounts Manager
System Event Notification
Telnet
Windows Genuine Advantage Registration Service
Windows Management Security Management Service

Any help will be appreciated.

Make sure the 'Remote Procedure Call (RPC)' is started.

Check Event Viewer for errors. When you view the logged events in Event
Viewer (double-click them in the right-hand pane) in the upper right corner,
third button down is a copy to clipboard, then you can paste in the body of
a reply message.

Please do so for each of the different System Log events (that are a Type:
'Error' or 'Warning') since last boot so we can see all of the event detail.

Try setting;

'System Event Notification' startup type to 'Automatic'
'Security Accounts Manager' startup type to 'Automatic'

Restart for effect and all should be well.
