Load time depends on the file itself. It's possible to have a movie in .wmv
or .mp3 that's slower or faster than the same movie in .avi.
generally the software you use to create the movie has options for physical
size of the movie and "compression" the fastest way to smaller files is
literally smaller sized movies, then compression.

want to investigate that.
There's also a good windows media ng you can try on MS's news server.
I use a lot of stuff from www.ulead.com and like it. they also have some
video software you can try (I haven't tried it but it should be as good as
their other stuff)

Or take a look at Windows Movie Maker, into which you can import your
..AVI, do (a limited amount of) editing and export as .WMV in one of a
number of options suitable for web, network or local playback.
