Avg.Disk Queue Length in XP I/O bottleneck problem?

I have been experiencing a problem whenever I right click on Start to access
Explorer to access my folders & files. Whenever I expand a folder, an
hourglass appears & nothing happens. I check Task Manager & it says, Local
Disk C not responding. I went into Administrative Tools & clicked on
Performance. On the graph, Avg.Disk Queue Length spikes to 100. Is this bad?
I googled Avg.Disk Queue Length & it says something about I/O bottleneck. Any
idea if I'm on the right track?
