How much system resource should I have available?

I have 45%. -- is that enough? Someone told me that you
needed 70% available for the machine to run properly.

Machine has 128MB of RAM.

45% is plenty. If it got down around 10% I'd start closing things.
OTOH, if you have 45% after a fresh boot, you're running too many background
programs at startup.
