Autorun with DVD continually stops working

I've just reloaded my Windows XP TWO times due to catastrophic failures (one
I suspect was caused BY the Microsoft technician who was trying to help me).
I had an open Request about "Autorun doesn't work" with Microsoft up until
about 3 days ago, when I told them they could close it because Autorun
worked. But now it has stopped working AGAIN.

What is causing Autorun to stop working? The last thing the Tech had me do
was to create a NEW account on my PC, then transfer the settings to it. That
worked...for a time anyway. I've tried all the suggestions in the Knowledge
Base about Autorun, none of them worked at all. Only creating a NEW account
did anything at all. I'm hesitant to create Yet Another New Acccount,
knowing that it will fail in about 3 days.

Does anyone have any idea what is going on? And how I can troubleshoot this
problem? I have a Dell Inspiron 7500 laptop (about 4 years old) with an
internal Toshiba DVD-ROM CD2402 drive. (Yes, I've already asked Dell about
this also).
