Automatically forwarding email and tracking status

I am currently using Office 2003 and am trying to improve the process we have
in place. We have packages that consist of 4 or 5 documents that we send in
an email. Now this package has to be approved by between 8 and 12 people.
Currently we are sending the email to the first person on the list and hoping
that they approve it and forward to the next person. As you can imagine this
doesn't always happen. We also do not have a way of tracking this process so
we end up having to call everybody on the list until we find out where the
email is. We try to call once a week and we always find that someone forgot
about it and did not review and forward the eamil. I am would like to be
able to use the voting buttons (Accept or Reject) and have an email sent to
myself with the status and also have the email automatically forwarded to the
next person. I have figures out how to get the reply sent to myself with the
status but I can't figure out how to have the email automatically forwarded
(I don't even know if this is possible). If anyone has any ideas on how to
do this or a better way to accomplish this altogether I would really
appreciated it. thanks.

I forgot to mention that the package needs be approved by each person in a
specific order. That is why we can't send it out to everyone at once.
