Automatically empty deleted items file

In XP, I was able to set a preference for my deleted items file to be emptied
every time I closed Outlook Express. Is there a similar option in Windows
Mail?

Yep. It's just a little deeper:
Tools | Options | Advanced | Maintenance

First checkbox on that tab.
