Automatically delete after adding email to Junk Senders List?

After I receive a new email and add it to my Junk Senders List, how come
Outlook doesn't automatically delete that email from my Inbox? Is there a
way to set up a rule so when a sender is added to the Junk Senders List, the
email message from them is then automatically moved to my Junk Mail File? Why
is this a two-step process: Add to Junk Senders List. Delete item from
Inbox.

It wasn't written that way.

No. Rules operate only on new items that enter the Inbox. If you've read
the message, the rule won't touch it without running it manually.
Why is this a two-step process: Add to Junk
Senders List. Delete item from Inbox.

The simple answer, I guess, is "because it is."
