automatically copy incoming messages to public folder

Hello,
I need exchange guru's help with this seems to be easy task...

How can I automatically copy incoming/outgoing messages to public
folder based on trigger words for all exchange users (server level -
not a user's mailbox rules wizard approach)

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
