Automatic Updates services cannot be run

The problem is:

Automatic Updates is kept "Starting" in Services, even though the server has
already been restarted. It causes "Windows Updates" cannot be run on Internet
Explorer (no response). Does anyone know about how to solve it? Thanks a lot.

Check Event Viewer Log and see if anything has been reported.

I got the log from event viewer as below:

Windows cannot unload your registry class file. If you have a roaming
profile, your settings are not replicated. Contact your administrator.

DETAIL Access is denied. , Build number ((2195)).
====================================

However, I am not sure that is related with that problem.
