Automatic Shut-down

I have rebuilt a number of machines and use both SCSI and IDE drives. I
seem to grasp the POST and work with the CMOS some. However, I do not
know where the information resides that sets a machine to shut down
itself using the Turn Off Computer sequence. Mostly I use XP and mostly
the machines do turn themselves off but occasionally I get one that goes
to the message "It is OK to turn off the computer now" (or something to
that effect). Can anyone tell me how to reset such a unit to turn
itself off?
 
its hardware related, not in settings. PSU type. modern PSUs like atx shuts
down completly, old psu types like at need button pressed to turn power off.
