Automatic response to E.mails with a specific message

Hi there,
I Want to set up an automatic response on certain email addresses to
acknowledge candidate and client queries,
I have tried to create a rule in outlook (as server reply) so it can work
even if outlook is not opened, and I have tested it but didn't work.

Is there something missing or something needs to be configured on the
Exchange server?

Can someone help please
 
Ask your Exchange administrator whether automatic replies to Internet senders are disabled.
