Automatic Notification When Service Stops?

Is there a way in Windows to have the server send a netsend message to another computer when a service unexpectedly stops?
 
Control Panel|Services|"service" then on the 'Recovery' tab for one of the
failure actions choose 'Run a program' and point it to your shell script.

(assuming the messenger service isn't affected by the failure)
