Automatic "CC" addressee

Is there a way to set up Outlook (2003) to automatically
send a copy of each e-mail to the same "CC" without
having to enter the "CC" address each time?

We have one individual who does most of the e-mailing,
and another person offsite in charge of proper
documentation and attaching of all e-mails to proper
clients. If the "CC" line could automatically fill in
with the offsite persons address, we wouldn't have to
depend on the first individual remembering to fill in the
address of the offsite person.

In looking through Outlook help, there is an option for
automatically sending a "CC" on a reply message, but we
need to be able to have the "CC" on all messages - not
just replies. I didn't see anything searching the
Knowledge Base.

Any Ideas?

Three options..

1) create a custom form with it filled it
2) use VBA (sample at http://www.slipstick.com/dev/code/autobcc.htm)
3) use rules to CC
