autoconfiguration IP address

Recently moved to a location with cable net service in lieu of dial-up. Cable
is installed. Running a Motorola cable modem. My computer (XP Home) has
apparently locked on to a Windows default IP address. When I run
cmd
ipconfig
ipconfig /release
The internet provider is "seeing" my modem on-line but
my computer will not release the autoconfiguration IP address. I have
exhausted the ideas of 3 I.T. staff, and still cannot access the web.
 
Network cable/USB cable used to connect the PC to the Motorola cable modem
may be faulty? Have you contacted the Cable ISP tech support line?
 
What is the address you're seeing? What does ipconfig /all show (capture
and post here ideally). Are you connecting by Ethernet or USB?
