Tough Ethernet Problem Probably Relating to WinXP

I have Verizon DSL and am connected directly to a Westell 6100 modem.
The modem has been fully checked out and tried with another computer.
The Ethernet cable is good.
The internal NIC card (Dell Laptop) was replaced with a PCMCIA
Ethernet Card (and the card was tested on another computer.)
I can connect just fine with dialup but cannot connect to DSL.
Many of the experts are stumped.

Unplug your DSL modem from the power for 5 minutes...
Plug it back in...

On your computer...
Open a command prompt...

netsh winsock reset
<enter>
reboot.

I understand this command requires SP2 and that brings us
to another strange thing: Every offline check I make including
examinng "system" in "settings" and running "winver" tells me
I have SP1, whereas when I go to the MS site to download
SP2 it tells me I already have it! The list of possible downloads
it gives me only includes ".net" SP3! Should I download that?
And please tell me as I am only on dialup these days, is there
any way to download it without doing the other security updates?
The whole list would take over 12 hours!

I know now there is no SP3 at present for WinXP Home Edition!
So I must still try to download SP2.
(1) Where can I find this and do this most easily??? I cannot seem
to find a way to do it from the MS website (or why am I so stupid?)
(2) Why do you think the site tells me I have SP2 when the local
checks say SP1????

I just used "guided help" from the MS site to reset the TCP/IP
stack. I still have all zeros for the IP address. I'm on a suicide
watch.

Before you stick your head in the oven, get the adapter off
DHCP and assign a fixed IP address in the correct subnet.
This is likely to give you some valuable pointers.

I also have the Westell 6100 DSL2 modem and that modem also has a built in
firewall which may be the reason for not being able to connect??? Go into
the modem properties and check them.

No one will be able to answer your question without knowing whether
you have PPPoE or DHCP, for starters. Verizon DSL is set up
differently from area to area. Verizon should have a _how to setup_
page on their web site for your area.
