In Outlook 2000, where do you have the option to have the addresses pop into
the "To" field after typing a couple of letters?
Also, how can I get my contacts to display First Name, Last Name not the
other way around?

Autocomplete did not become an option until Outlook 2002. Older versions
have a feature called auto-resolution. If you enter part of a name or a
nickname then tab out of the field (or hit Alt-K [Check Names]), Outlook
will attempt to resolve the name against your address book. If it can't
it'll red underline it and you can right click on the name to manually
resolve it. Outlook will save the resolution for future use.

You failed to post your mail support mode. Depending on your mail support
mode of Outlook, you can sort the Outlook Address Book this way (check for
your mode on the second line of the Help menu > About):

97, 98/2000 in Corporate/Workgroup mode:
Tools menu > Services > Highlight the Outlook Address Book service > Click
Properties > Set sort order

98/2000 Internet Mail Only:
Tools menu > Address Book > View menu > Sort by
