AutoArchive - known issue/feature?

Finally decided to get around to using AutoArchive... great, set it all up
(back-up, not delete), start it, and it only does some of my folders.
Noticed that folders that weren't AutoArchived were ones with sub-folders in
them. So top-level folders were fine, but if a folder had both (sub)folders
and mail items in it, it would skip AutoArchiving. Is this a bug, or by
design to protect the sub-folder itself from being archived? (If so, seems a
workaround would be a possibility...)
 
Follow-up: tried to workaround by moving the mail out of the top-level folder
into a new sub-folder - and AutoArchive still doesn't want to archive the
mail. Just noticed that some of my folders (without sub-folders) are also
not being autoarchived (have confirmed that autoarchive is enabled in the
folder's settings.) Obviously my original theory is not a good one...
 
autoarchive works on the last modified date, not the received date. if you
moved them to the folders more recently than the autoarchive setting, they
won't be archived.

By going to File > Properties on the emails, they don't seem to have
undergone any modifications since creation. And messages in the Sent folder
are also not archiving; and they've never moved or been modified.

What are your settings for (a) archive frequency and (b) aging interval for the folder in question?

Archive frequency is set to every 14 days; but I've been manually activating
the AutoArchive feature. Aging interval is 12 months. In some folders it
worked perfectly, but in others it looked like it skipped right over them
(e.g., Sent Items, and several others.)

Outlook 2003, by the way (part of MS Office Pro, SP1).
 
I still bet that anything skipped just isn't old enough. I will occasionally see very old items skipped for unapparent reasons, but it's rare. You can always move them manually, of course.
