auto zipping of files when attaching files

We are expereincing Outlook 2002 auto-zipping unzipped
files when files are sent as attachments. We have
removed the zip program on the computer after we searched
thoroughly through any options that may cause this.
Following the removal Outlook continues to zip files
which in some cases may not be a bad thing but when the
files are PDF and receiving party does not have a program
to unzip it causes problems. Has anyone seen or had this
problem? I did not find any info on technet concerning
this.
