Auto Restart Computer

Is there a way to have the computer restart itself when the 110 volt
ac power goes down and then comes back up. Using XP Home edition?

Whether or not the computer starts if powered-up depends on a BIOS setting,
not on the operating system. Depending on model you access these settings by
pressing Delete or F2, or possibly F1 immediately on startup.

Without a UPS there is no way to have the computer go through a proper
shutdown sequence if the power is cut, though. The UPS must be of the managed
kind (with a serial or USB link to the computer) to provide this.
