Auto-reschedule meeting invite

Using OL2002 and Exchange 2000>2003 a user wants to send out about a thousand
invites, scheduling them in batches of 15, and some will refuse, and it would
be nice if the refuseniks could be automatically rescheduled to the next
available date. Which means two Calendars have to look at each other and the
potential attender's one compared with the event's one.

Can anything like this be done without macroing? (I'm not good at macroing.)
