Auto-forward Outlook rule for external addresses dont work?

Hello, I have defined an Outlook rule that among other things forward
specific incoming mail as an attachment to an external address but oddly
enough the auto-forward part of the rule does not work despite that it does
the rest of the job.
(It only does the auto-forward part if you trigger the rule manually)

I did notice however that auto-forward to internal addresses seemed to work
so I wonder if this is a known issue? (We use Outlook 2003 with Exchange 2000)
If so, how is it possible to overcome it?

Bu default, Exchange will not autoreply or autoforward to extermal addresses
in order to prevent mail loops. Speak to the Exchange admin if you can
present a business case for changing the default.

This seems to do the trick, according to him it is not possible to set it on
an individual level but only globally?
Do you know if it is possible to set auto-forward only on specific accounts
in order not to jeopardize the rest=

Beats me. Ask in an Exchange newsgroup like
