Auto emailing?

Is there a way to automatically resend an email to someone from
Outlook.

So let's say every Monday and email goes out and says 'get milk'. The
person on the other side does not use Outlook - so sending a
reoccurring appointment won't work.

Can this be done from Outlook?
If so, how?
