Auto Complete does not work for usernames & passwords

When I am logged on as Administrator IE does not
remmember Usernames or Passwords in anything even though
everything is ticked on and enabled in Tools Options
Content Autocomplete within IE.
Address bar history works fine
If I log on as any user with "admin rights" it works fine.
Version is IE 6 with all patches and service packs on
Windows XP Pro
