How do I stop Word from continuing to Bold and Underline when
I press enter to start typing on a new line and something previously typed
is Bolded and underlined?

Once you turn bold and/or underline on, it will continue until you turn
them off by clicking the toolbar button or pressing Ctrl+B or Ctrl+U.

By the way, you should not be using Enter to start a new line.

People do press Enter to start a new paragraph, however, and what many power
users object to in Word's current behavior is that, even if the following
paragraph is a different style, it sometimes perpetuates any direct
formatting applied to the previous paragraph. (I can't at the moment
reproduce that, but I'm pretty sure I've seen it.)
