Autmatic Update RescheduleWaitTime for non-admin users not working

I am in the process of configuring SUS to perform updates
for all of our clients to replace our current manual
deployment via

HFNetChkPro. we have everything working properly except
for a problem when we test the automatic installation of
downloaded

updates on a non-admin user who has missed the
installation time.

The updates have already downloaded to the machine and are
AUState of 5 and a valid SheduledInstallDate, and we have
the

RescheduleWaitTime attribute in the registry set to 3
minutes.

The problem is, when the system comes up after missing the
SheduledInstallDate value and a non-admin user is logged
in, it

does not perform the install at 3 minutes after boot up as
the Automatic Update documentation has said it would. The
service

just adds a system event stating the updates are ready to
be installed and it reschedules them to be done on the
next

sheduled install time versus honoring the
RescheduleWaitTime value. There are no errors are reported
in the Windows

Update.Log.

I have searched all of the KB articles, newsgroups and
forums that I can find, and all of them say that it should
just work

given the correct registry values and/or group policies
are enabled. Unfortunately, it doesn't seem to be the case
for us.

Does anyone know of anything that might be causing this
problem and how it might be resolved?
