"Audio Quality" adjustments

Is there a way to change the audio quality (sample rate)
of an WMA file? For example, I transfered an entire music
CD to my hard drive using 192kbps...but now I have a
portable device I would like to use and would prefer a
smaller file size. Without re-inserting the CD, is there
a way to convert (or create a copy of) the 192kbps WMA
file into something with maybe a 48kbps sample rate?

You could convert them, but you would have a lossy file created from another
lossy file. You're better of ripping the songs again.
