Download a "normal" picture from my scanner to Win XP
Pro. Try to send in e-mail as an attachment. Too big.
Buy extra e-mail, (100MB). Can send...but not deliver.
Pic is 4-5 MB.
Resolution set on scanner at 200X.
How do I send this picture?

Using an image manipulation program, save the file as a .jpg - at
approximately 1024 X 768 size (for a 17" full screen), or even smaller.
Retain the original file as is.

One very nice free tool is Irfanview. http://www.irfanview.com
There's also http://xnview.com
 
The inability to deliver may be due to a restriction on the receiving end.
 
Break the picture down into smaller increments.

You can use a program like WinRAR to do that for you, then just email the
parts.

Better yet, upload it to your personal website, and have this person go to
the site to see the picture.
