Attachments not forwarding

Outlook2003
WindowsXP

User is trying to forward an e-mail received from another party that
includes attachments. When user forwards the e-mail it is stripping the
attachments.

Please advise.

Has the user left Outlook at the default Rich Text Format? Non-Outlook
clients have difficulty with this and it is known to strip attachments. Have
them change to plain text or HTML and try again.

The user said that they never needed to change formatting to forward
messages before.

Is it the issue that if a non-Outlook user sends a document with an
attachment and then the Outlook user forwards that attachment to another
party the attachment will not forward?

It can also be an issue of using a different version of Word as the email
editor than the version of Outlook. For example, the user has Outlook 2000
but Word 97 - this can cause attachment issues as well.
However, forwarding an attachment from a non-Outlook user shouldn't normally
be an issue if all is well.
Have there been any recent changes/patches/Add-Ins/rules? Is Antivirus
scanning outgoing mail?

The issue is with internal Outlook users..so e-mails are not getting
scanned.
