Attachments are opening "read-only" in Outlook 2003

Hello-

I have an irate user who says everything sent to him is opening as
read-only. I tried to change all the security settings to "Low" to no avail.
Where is the setting that is making the XLS and DOC attachments open
read-only in Outlook 2003.

I am having the same problem did you ever find out how to fix it?

Modifying the security level doesn't help as that controls the security
level for macro's (programming)

Attachments are being opened Read Only when they are being opened from the
Reading/Preview Pane. Open the message first and then open the attachment to
open it for editing. Note that by default you'll store it in a temp folder.
