Attachment problem from outlook to outlook express

Hello,

I have encoutnered a problem that seems to have popped up recently in my
company. People using outlook send attachments to people using outlook
express. The outlook express user sees a paper clip next to the subject in
the preview pane, but upon opening the e-mail there is no attachment listed.

I have found a billion pages including those on microsoft's site that
suggest this is because they are set to send mail in RTF (Rich Text Format).
However, none of the 4 computers running outlook I have examined have been
set to this. All have been HTML. However, if I change it to Plain Text the
attachments come through fine.
Most users don't know what RTF is anyway, but convincing them to give up
html can be a bit tough.

Being that this problem seems to have just surfaced recently I kind of
suspect that maybe it was an update to either outlook or outlook express or
windows that possibly came with an automnatic update. Either way is there a
known issue/fix with outlook sending e-mails as HTML that would cause otulook
express to not be able to see the attachment?

There's more than one place for this setting. It's not all controlled by
the setting in Tools>Options>Mail Format. It can be contained in the
Contact record as well, which overrides the Mail Format setting.
All have been HTML. However, if I

HTML adds glitz and glitter, but rarely adds information, which is the whole
purpose of exchanging mail.
Either way is there a known issue/fix with outlook sending e-mails as
HTML that would cause otulook express to not be able to see the
attachment?

I haven't seen one reported in several years of USENET reading.
