Attached JPEG is stripped when sent to non-outlook user. Please help!!

When I send a JPEG attachment to anyone not using Outlook, the JPEG
gets stripped. When the recipient tries to open it, they only get a
box with the red 'x'.

I did some testing on my own and with help from others and this is
what i gathered so far...

1. This only happens with JPEG. GIF get sent fine.
2. For me, this only happens when the person receiving is not using
OUTLOOK.
3. HTML, RTF, or PLAIN TEXT format all does the samething. Forwarded
or attached JPEGS do not get sent.
4. With my virus scanner disabled, it does the samething.
5. Issue come up on both XP and Vista so it's a Outlook 2007 problem.
6. This happens on Exchange, POP and IMAP services.
7. When I check the 'sent folder' the attachment is there but the
JPEG
is not there on the recipients end.

If ANYONE has an answer or a fix for this I would very much appricate
it. I use outlook religiously for work and we deal alot in ART so
this JPEG issue is a big problem for me.

If no one knows how to fix this then this must be the most idiotic
BUG
for Outlook. How can MS QA not test JPEG attachments?

SYMPTOMS
When you send an e-mail message with attachments to a recipient who is not
using Microsoft Outlook, the attachments may be missing when the recipient
opens the e-mail message, or if there is a Winmail.dat attachment in the
e-mail message.
