attach a comment to a sentence or a word

I want to attach a comment or a customized tool tip when a user points the
mouse on the word or a sentence in my word document. I want to be able to
edit the text to put in this comment or tool tip. How do i do this with
Microsoftword 2003.

Well if i do insert comment then it puts dotted line and then a square box
with the editable text in it. The comment is seen all the time.I don't want
it that way. I only want to show a box of comments when the mouse is over
the text. Do you know how to do this?
 
Tools > Options > Track Changes (tab) > Balloons (section)
Change "Use Balloons" to "Never"
 
Note that this will apply only for users who have balloons disabled,
however.
