ati aiw 9600pro 128ddr videocard tuner vs digital cable tv

I live in Montreal and I receive digital tv from my cable operator
with many channels encrypted. I am planning to buy a new computer with
a ati aiw 9600pro to be able to record live tv on my computer like a
pvr (tivo or set-top box dvr8000 from Scientific Atlanta). A
technician from my cable operator told that I need to use the tuner
of the set-top box (by the way,they have for sale the dvr8000) to
decode the signal and transfert by the s-video out to the s-video in
of 9600pro.

I dont like their solution because the tuner on the 9600 videocard
is useless and the price of dvr8000 is very expensive et non
upgradable.

Let me know if there is a solution to this problem. Could the
satellite tv like Expressvu be the solution?

The digital cable signal will need to be decoded prior to sending it to your
AIW. Their set-top box will be needed to decode it before your AIW can use
the signal. Same thing with satellite. The only way around it is by
switching to analog cable then you can use the AIWs tuner to change
channels.

Unfortunately, this is how most digital cable systems operate. Your AIW
tuner is no different than your cable-ready television's tuner. Just as
your TV needs the set-top box, so will any AIW tuner.

I have seen spam about cable descramblers, but I wouldn't trust it.
Digital Cable has a 2-way communication which can make detection easier.
