This has got me curious and I've Googled without a clear answer but:

If an AMD64 processor was rated at, say 3.2Ghz, (I know that under normal
operating conditions it doesn't run to that speed) can anyone estimate at
what speed it would run when Cool 'n' Quiet is enabled?

That depends on what throttling options are possible through your CPU. On
my AMD64 3700+ (2.4GHz), it will throttle between 33%, 66%, 83% and 100%.
Under no load, it will operate at 800MHz. It will generally jump to 1.6 GHz
or 2.0 GHz with a load and go all the way to 2.4GHz if necessary.

Using software such as SiSoftware Sandra will show you what throttling
options are available. A monitoring tool such as SpeedFan, MobileMeter or
others will show you what your speed is. Additionally, System Properties
will show you your speed, but it does not always report properly.
