Does anyone know of a puget sound (seattle) based company
that does Window CE porting to Embedded XP?

You can try BSquare Corp. (www.bsquare.com) - they work on both CE and XPe.
If you need more info, please email me directly (remove "nospam_" from the
email address).
 
If you can't find someone local, A7 Engineering in San Diego also support
Windows CE and XP Embedded.
